Major General Dr. Amit Devgan joined as Vice Chancellor of Atal Bihari University on 2nd February, 2026. With an extensive Clinical, Academic & Administrative experience at Armed Forces Medical Services (AFMS), Govt of India, spanning over 36 years, he has successfully led Pediatric Departments, steered administrative branches, commanded and established large superspecialty tertiary care hospital in new location, mentored health systems, and overseen multiple technical and organizational inspections.
Prior to this assignment he was working as Major General (Medical) Northern Command. He ensured delivery of quality primary, secondary and tertiary care through various tiers of health facilities within the health system of Northern Command and supervised dynamic patient care management of all prioritized casualties inclusive of their optimal on-site care, evacuation, care during transport -both by air & road and final disposal, in the demanding climes of J&K, on a daily basis. He served as Commandant, Command Hospital, Northern Command, Udhampur The only tertiary care hospital in the Northern Command with over 650 beds, as Commandant, Officers Training College (OTC), Army Medical Corps Center & College, Lucknow where he brought in key reforms in the methodology of training and curriculum of mandatory structured career courses for all Medical and Nursing Officers of the AFMS, by embedding integrated lectures and Small Group teaching practices, among others; as Brigadier Medical, HQ Delhi Area and as Brigadier Medical, IT, Office of Dte General Army Medical Services [DGMS] where he rolled out a new HIMS IT platform for all the AFMS hospital of Indian Army and ensured implementation of Lab Information Systems. He also initiated AI projects for predicting High Altitude Sickness and Coronary Artery Disease in troops.
He has steered departments to reach excellence as a Professor, Dept of Pediatrics AHRR New Delhi, Professor & Head, Department of Pediatrics, AFMC Pune, Head, Department of Pediatrics, Command Hospital Southern Command Pune, Professor & Head, Department of Pediatrics and Dy. Dean Academics at Command Hospital Kolkata, Asst/Assoc Prof, Dept of Pediatrics AFMC Pune, Asst Prof, Dept of Pediatrics Army Hospital RR New Delhi, Faculty, DNB Pediatrics, Base Hospital, Delhi and as Assistant Prof Command Hospital Kolkata.
He has also worked as Chief Editor, Medical Journal of Armed Forces India: The Flagship AFMS Journal, Executive Board Member, Indian Pediatrics: The official Journal of Indian Academy of Pediatrics, as a Resource Expert for Medical Universities and NBEMS, guided several ICMR, STS and departmental projects and original research with funding from DRDO, ICMR etc.
He has been examiner and guide of prestigious universities, like MUHS, RGUHS, KGMU, WBUHS, DU etc.
He has organized several conferences as a key member, like National Conference of Indian Academy of Pediatrics: PEDICON, New Delhi (2006), Euro Respicon Pediatrics New Delhi (2007) and a number of National Conferences & Workshops at AFMC & Command Hospitals Pune & Kolkata.
